In "island" operated power systems with no ties to the outside world (such as offshore platforms and large marine vessels), optimising the operation of power plants can give large cost benefits. This also applies if one or more island plants are connected together by surface or sub sea power cables.
To operate a minimum number of generators at maximum efficiency requires detailed insight into plant operational modes and spinning reserve requirements. Setting the parameters for Power Management Systems and writing the corresponding operational instructions for the power plants cannot be done unless the power station operators are comfortable with it. If not well documented such studies are easily considered as "desk products".
